Owing to the poor communications during wartime, the dispatching of stamps from the Directorate General of Posts at Chungking to the Southeastern districts in the coastal provinces was often delayed, which caused inconvenience to the Districts concerned. To remedy the situation, the Directorate General of Posts made an arrangement with Fukien Pai Cheng Printing Press for printing the stamps in typography in Fukien Province with plates supplied by the Central Trust. There is no remarkable difference between the stamps printed at Chungking and in Fukien except in perforation, color, and paper. In the second print,the Pai Cheng Printing Press printed stamps on (1) Chinese drawing paper, (2) native woodfree printing paper, and (3) imported woodfree printing paper.The perforations are so irregular that some are as large as 10 1/2 and some 12.As a rule they are 12 1/2. 30¢, $2 blue green and $5 denominations were printed on both Chinese drawing papers and woodfree printing papers, while $1, $2 blue, denomitions $3 were on woodfree printing papers and $2 purple brown (D42.3), $2 purple brown (imperforate, D42.6), $4 and $6 to $100 denominations were on Chinese drawing papers.
