Owing to the depreciation of local currency and the readjustment of postage rates, shortly after their issue the face value of Dr. Sun Yat`sen stamps of the Peiping C.E.P.W. Print was no longer applicable. Arrangements were made therefore with the Peiping Bureau of the C.E.P.W. for printing a second set of stamps in the same design, decorations, and wording as those of the first Peiping Print with a suitable change in the face value. In the inscription〝中華民國郵政〞(Postal Administration of the Republic of China) there are some variations in the character〝國〞(Kuo). In the first print there is an open mouth in the upper left corner of the character, while the left vertical stroke and base horizontal stroke are comparatively short, and the part〝戈〞has no hook ending. In the second print the mouth in the upper left corner is closed. The left vertical stroke and base horizontal stroke are particularly long. The part 〝戈〞has a hook ending (P-56 and 57).
The whole set consists of 13 denominations, varying from $4 to $1,000 of the Northeastern currency, printed in intaglio. The stamps of $22, $44, $65 and $109 denominations were suspended from sale not long after issue, due to the revision of the postage rates.
