The fluctuations of currency were so serious after April 1949 and required such frequent revisions of postage rates that the new stamps became unsuitable for use immediately after they were off the press. In order to meet actual requirements, the Postal Admininstration issued foru kinds of unit stamps in May 1949, to represent domestic ordinary letter postage, domestic air mail postage, domestic registration fee, and domestic registration express fee. They had no face value, but each denomination was to be sold at the price of the day, which was readjusted from time to time. The stamps were printed with flat plates by the Shanghai Printing Press of the Dah Tung Book Co. The particulars of their designs are as follows:
(1) Domestic Ordinary Letter Postage Stamp The design shows the picture of a train and a steamship, symbolic of water and land transportation. Four Seal characters〝中華郵政〞(Chinese Postal Service) appear in vertical line on the left side. In a straight line across the top from the upper right corner is the inscription〝國內信函費〞(domestic letter postage) and immediately below is another line bearing the wording 〝每重20公分〞(per each 20 grams) in smaller characters.
(2) Domestic Registration Fee Stamp The design shows a picture of the Tai Shan (mountain) signifying 〝stability,〞 like the firmness of a mountain. The characters〝中華郵政〞(Chinese Postal Service) appear in a vertical line starting from upper right corner, while the wording of five Chinese Characters 〝國內掛號費〞(domestic registration fee) is in two lines in the lower left corner.
(3) Domestic Registration Express Fee Stamp The design shows the picture of a postman delivering and collecting mail on a motorcycle. The usual inscription〝中華郵政〞(Chinese Postal Service) is shown in a vertical line at the upper left corner, and seven Chinese characters〝國內快遞掛號費〞(domestic registration express fee) appear in two horizontal lines in the upper right corner.
