A number of definitive stamps were surcharged as basic stamps by the Sinking District Head Office in lithography in Regular-Writing characters. On the upper right side is the wording〝改作〞(converted into) and in the upper left side are the numeral characters showing the surcharged value. The overprint 〝限新省貼用〞(restricted for use in Sinkiang) in smaller characters appears in a horizontal line at the bottom. The 1¢, 10¢and $1 denominations were surcharged in black, while the 3¢, 5¢and 50¢denominations were surcharged in red.
