This stamp has the Chinese national flag as the central design. This is identical to that of the National Flag Postage Stamps issued on November 12, 1978. One roll consists of one thousand stamps, perforated only on the top and bottom margins. The total was ten thousand rolls; and 2,500 rolls of which were further packed as the small roll. One small roll consists of 25 stamps at NT$50.00 per coil.
