This issue has a design which shows the map of China and the national flags of both China and the U.S.A. In a straight panel across the top is the inscription 〝美國開國百五十年紀念〞(to commemorat the 150th anniversary of the founding of the U.S.A.) and in a shorter panel at the bottom are the characters〝中華民國郵政〞(Postal Administration of the Republic of China). The size of stamps is especially large. The stamps were printed by the American Bank Note Co. by intaglio process on the map and side frames and by off-set process on the flags in red and blue. At the bottom of each stamp there is an inscription in Chinese characters〝美國鈔票公司〞(American Bank Note Co.). The stamps were intended for sale on April 15, 1939, but at the time of delivery at Hongkong, it was discovered that Hainan Island at the bottom of the map had been carelessly omitted at the time of engraving the plate. The whole lot was destroyed and a new print was made. For this reason, the date of issue was postponed to July 4, 1939.
